Within days of Quinn's sacking, his successor had been appointed, leading to speculation that the deal had already been done. Rumours were rife after Todd was spotted watching the Town play Charlton in March, along with Terry Brady, the multi-millionaire printing tycoon, who had pumped money into both Portsmouth and Luton.

Upon his arrival, Todd set about clearing out players who he felt had no future at the club - Talia, Leitch and Cuervo were released, Reeves and Hall were given free transfers, and, perhaps more surprisingly, Mark Robinson, Steve Cowe and Adam Willis were offered new contracts. Reeves was later given a reprieve.

After making a total of thirteen signings, some of which appeared to be based upon desperation alone, Derby County came knocking on Todd's door, to be groomed as a replacement for Jim Smith. Todd attempted to resign from his post at the County Ground, but when Terry Brady refused his resignation, Derby were forced to approach Swindon officially for Todd's services. With Swindon holding out for a decent amount of compensation, and with Todd on "garden leave", it was a fortnight before an agreement was reached, and Todd took his position at Derby.
