Carter joined the club in December 1977, Town manager Danny Williams paying Hereford United £22,000 for his signature. He made his debut on the 10th December, coming on as a substitute in the 2-2 home draw with Carlisle United. By the end of that season, he had established himself as a regular in the Town side, making 24 appearances and scoring two goals.

Though he was a versatile player, he was mainly used by the Town as an attacking midfield player, often making surging runs into the opposition's penalty area. His play also brought many goals - and he was ever-present the following year, scoring eleven goals - ten in the league.

Carter was a consistent member of the Town line-up for around five years, during which time he became the club's captain and penalty-taker, and he was part of the side that reached the League Cup semi-finals in 1980. He made over 200 appearances for the Town, before he fell out of favour in the 1982/1983 season, after the Town were relegated to Division Four for the first time - for which Carter took some of the blame, despite having another good season. In the Town's last home match of the season, having already scored one, he had a crucial late penalty saved against Newport. The game was drawn, Swindon lost their last two games, and were relegated by a point. He went to Torquay and Bristol Rovers on loan, before returning to Torquay on a permanent basis in February 1983.
